Job description:

HJFMRI Nigeria is seeking a President’s Malaria Initiative (PMI), Manager. This position maintains overall responsibility for managing the planning, development, design, and direction of the malaria project implemented by HJFMRI for PMI Nigeria. S/he is required to integrate PMI requirements and participation into a comprehensive plan that is fully coordinated with all contributing agencies, stakeholders, and organizations; establish responsibilities and set expectations; control and manage the project budgets and schedules, assuring that commitments to PMI are met; and serving as the project’s primary point-of-contact for the United States Agency for International Development (USAID), as PMI lead, and other collaborators to include the Global Fund.

The PMI Manager directly reports to the Deputy Director Laboratory services. S/he will also serve as the projects manager, responsible for a wide variety of activities related to identifying, managing, packaging, and disseminating key information to advance technical practice in the areas of health research, documentation and dissemination of project achievements internally and externally through various publications including feature articles, abstracts, lessons learned and success stories. S/he will also be responsible for coordinating, supervising project team and administrative support staff to ensure accurate implementation, tracking and reporting of project activities, objectives and outcomes, and informing donor agencies and stakeholders of project activities and accomplishments.

This position will be in support of HJFMRI Nigeria activities.

The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine. We serve military, medical, academic and government clients by administering, managing and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike. Since its founding in 1983, HJF has served as a vital link between the military medical community and its federal and private partners. HJF’s support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals.

Responsibilities:

Assures the overall management, control, coordination, and execution of the assigned projects. As project leader, implements PMI, WRAIR, and HJF decisions, guidance, laws, regulations and policies in the development of the project and intermediate products in support of the project. Manages PMI and USAID needs and maintains awareness of other agencies’ commitments in support of the project, into a comprehensive scope of work. Obtains and maintains USAID and WRAIR concurrence on the scope of work (SOW). Participates in programming decisions, affecting long- and- short range courses of action for assigned projects. Provide support to global health partners i.e WHO, Roll Back Malaria, Nigerian Center for Disease Contorl, NAMRU-3, Global Fund, etc) to develop the capacity of health care workers and quality assurance to strengthen the healthcare systems.

Controls and manages project implementation to meet agreed objectives and targets. Works with HJFMRI Finance to monitor project spend, and analyze spend consistent with progress attained, and measures /monitors performance to assure that commitments of all parties are being maintained. Gathers and provides input to budget projections. Plans and submits SOWs for procurement and follows up on the procurement and delivery processes. Monitors progress, measures performance, and takes necessary corrective action to maintain agreed-upon schedules and costs. Based on performance trends forecasts schedule, budget, manpower, or identify problems and ensures proper resolution of issues identified . Reviews and approves, within authorities provided, project cost and schedule changes. Endorses all products and reports produced by malaria staff in support of the project, and has the authority and responsibility to challenge or modify those products and reports . Shares products and reports with USAMRD-A/N and HJF leadership, appropriate stakeholders at WRAIR, and PMI per schedule.

Oversees the documentation and dissemination of program implementation success stories, lessons learned, articles, conference abstracts and challenges within the organizations and external stakeholders and audiences. Coordinate with the program team to produce project success stories, lessons learned, fact sheets, news brief and blogs and disseminate through appropriate communication channels. Develops appropriate strategies and tools for strengthening the use of program data and identifies data needs at all levels. Communicates technical data and information (including health research methods and statistical analysis) to both technical and non-technical audiences to support data-informed decision making, advocacy, and other activity objectives. Supports evidence-based planning, analyzing program data and lessons from global experience.

Serves as the primary point of contact with internal and external stakeholders. Provide briefings and updates to PMI WRAIR, USAMRD-A/N leadership, HJF, and , NMEP as requested and required, and other interested parties as directed or necessary for achievement of project goals. Communicate regularly with the PEPFAR program staff and Emerging Infectious Diseases staff to share practices, encourage transparency, and leverage resources as feasible.

May perform other duties and responsibilities as assigned or directed by the supervisor. This may include Sourcing strategic engagement for new partnerships on malaria case management interventions.

Supervisory Responsibilities

Direct Supervisor: Direct authority to make decisions on the following: employee hiring, disciplinary action, starting salaries and merit increases; conduct employee performance evaluations and directs work activities.

Required Knowledge, Skills and Abilities

Candidate must have sound managerial knowledge, with a general understanding of the management of projects, people, and budgets. Incumbent should understand quantitative and qualitative research methods and monitoring systems, and be able to apply them to generate quality deliverables. Familiarity with a wide range of implementation science methods, frameworks and models is desired. The incumbent must have the ability to translate research findings and project outputs into practical recommendations. The incumbent must have knowledge of quality assurance principles and malaria microscopy for health systems strengthening in Nigeria. S/He must have a working experience with Statistical software such as SPSS, MINITAB, JASP and Excel for data analytic and visualization, NMOD and USG funded projects.

Managerial and administrative skills are required. Strong leadership, analytical, and communication skills are required. Must have exceptional communication skills, including clear and concise technical writing, the ability to communicate technical information to non-technical audiences, an engaging presentation style, and expertise in group facilitation. Must maintain strong interpersonal and teamwork skills, with a demonstrated ability to build and manage a team, collaborate across teams, roles, and departments and the ability to influence without formal authority. Incumbent must have good time management skills, with the ability to juggle multiple tasks, meet short deadlines, and work under pressure and meet project expectations . Must have the ability to produce polished evidence-based outputs for external dissemination. Experience as a published author in peer-reviewed Journals is a plus.

Qualifications:

Education and Experience

Bachelor’s degree required; Master’s degree preferred. Medical Laboratory Sciences, Public Health or E[idemiology and Disease Control.

Minimum of 9-10 years experience required.

Licenses and Certifications

The incumbent must be registered with the Medical Laboratory Science Council of Nigeria (MLSCN) with valid License

Work Environment

This position will take place primarily in a office setting.
